In that sense you may even let some of the current members go. Some services like linking other communities like LinkedIn or most favourite Web pages may help to step-by-step become more attractive.
I would recommend to start with a topic based target group approach with targeted services / information / links / etc. rather than random “re-activation” campaigns.
